DEPENDS All of Belgium Depends on the municipality

Can I have a steel door fitted in my home?

In short

Yes, in principle you can. In Belgium there is no federal or regional rule that bans steel doors. But in a newer apartment building, your front door may be a fire door. Then the new door must also be fire-resistant and self-closing.

You want to replace your flat's front door with a sturdy steel door. But you've heard that steel doors are banned in Belgium. It depends: A myth: steel doors aren't banned. But in a newer block of flats, your front door may be a fire door. Then the new one must also be fire-resistant and self-closing. The right way: Ask the building manager (syndic) first. Renting? Get written permission from your landlord. And ask the fitter for the fire-resistance certificate. Good to know: Steel door: Not banned, a myth; Newer block of flats: Must stay fire-resistant; Fire door: Must close by itself.

What is not allowed, what is required?

  • 'Steel doors are banned in Belgium' is a myth. Whether a door is steel, wood or armoured is not a problem in itself. What matters is that the door meets fire safety requirements.
  • New buildings must meet basic fire prevention standards (Royal Decree of 7 July 1994). These standards do not apply to existing buildings (art. 1).
  • For low buildings, a building counts as existing if the building permit was applied for before 1 January 1998. So in older buildings these standards generally do not apply.
  • In apartment buildings covered by these standards, an apartment's front door is generally a fire-resistant, self-closing door. The rule is not about the material of the door but about how long it resists fire.
  • Replacing such a fire door with an uncertified door may break this rule. The new door must have a fire resistance certificate and close by itself. Ask the installer for the certificate.
  • The municipal council may adopt its own fire prevention regulation (Law of 30 July 1979, art. 4). The mayor oversees how these measures are carried out (art. 5). Check your municipality's rules.
  • In an apartment building, the co-ownership rules (règlement de copropriété) or the general meeting may set rules for doors that can be seen from the shared corridor. Ask the building manager (syndic) before changing the door.
  • If you are a tenant, get the landlord's written permission first. For a protected building or work that changes the façade, planning permission may be needed; ask your municipality.
  • Fire insurance is a separate topic. For that, see the card 'I am a tenant: do I have to take out fire insurance?'.

Penalty and indirect consequences

PENALTY NOTICE
Fine / payment
There is no fine for fitting a steel door. Not following the municipal fire prevention regulation can be punished with a fine under the 1979 Law (art. 10).
Court / prison
There is no prison sentence for a steel door. The 1979 Law also provides for a prison sentence for breaking municipal fire prevention rules (art. 10).

Legal basis:Wet 30.7.1979, art. 10 (Justel)

What really matters: the indirect consequences

  • The landlord or the co-owners can demand that a door replaced without permission be restored
  • If a fire door does not close by itself, smoke can spread into the stairwell and block the neighbours' escape route
  • In case of fire damage, check the conditions of your insurance policy

Why does this rule exist?

In a fire in an apartment building, smoke is the greatest danger. A self-closing fire door keeps the smoke inside the apartment. That way the stairs stay an escape route for everyone.
