You live in a blue zone. The sign says 'uitgezonderd bewoners', but you don't have a card. It depends: If your municipality issues one, you can park with a residents' card. You usually need to be registered as living in that area. The right way: Ask the municipality for the card. Prices and rules vary; in some places the card is digital and linked to your number plate. Without a card: Rule that applies: Normal rule for the area; In most municipalities: Parking charge notice; Amount: Set by municipality.

What is not allowed, what is required?

  • Municipalities can issue a residents' card (bewonerskaart, bewonersvergunning / carte riverain) to people who live in a parking zone. If the sign says "uitgezonderd bewoners", cardholders may park there.
  • You usually have to be registered (gedomicilieerd / domicilié) in that area. If the vehicle belongs to someone else or to a company, or is leased, you will be asked for an insurance document, an employer's statement or the contract.
  • Example, Ghent: the first permit is free and valid for 2 years. A second permit costs 300 € a year. You apply through the e-loket, and the permit is valid once it has been approved.
  • Example, Brussels (Anderlecht): you apply through parking.brussels. The first card costs 30 € a year and the second 150 €. A household can get at most 2 cards for its main residence.
  • In Anderlecht the card is digital and linked to the number plate, so there is no card to put behind the windscreen. Report a change of address or vehicle within 10 days.

Penalty and indirect consequences

PENALTY NOTICE
Fine / payment
If you do not have a card, or your card is not valid in that zone, the normal rule for that place applies. In most municipalities, this means a notice to pay a parking charge (retributie / redevance). The municipality decides the amount.

What really matters: the indirect consequences

Why does this rule exist?

Parking spaces are scarce in city centres. A residents' card helps people who live in the neighbourhood find a space near their home. Visitors pay or can only park for a limited time.
