What is not allowed, what is required?

Leaving bags, boxes or bottles next to a bottle bank or a container counts as illegal dumping (sluikstorten / dépôt clandestin).
Putting rubbish out earlier than the time set by the municipality is forbidden. For example, in Brussels you can put the bag out after 18:00 on the evening before collection, or on collection day. Throwing household rubbish into street bins is also forbidden.
If the bottle bank is full, go to another one or to the recycling centre (recyclagepark / parc à conteneurs).
For bulky items, rubble and garden waste, use the municipality's collection service or the recycling centre.
Illegal dumping is an environmental offence: for small violations, the municipality imposes an administrative fine; for dumping large amounts, the case can also go to the public prosecutor.

What do these terms mean?

GAS fine: An administrative fine imposed by the municipality itself. It is not a criminal sentence. The maximum is €500 for adults and €175 for minors. You can appeal within 1 month to the police court (the youth court for minors).

Why does this rule exist?

Rubbish left behind attracts rats and insects, makes the neighbourhood dirty, and the clean-up is paid for with everyone's taxes. Broken glass is dangerous for children and animals.
